Foster Care Update 25-03: Summary of Minor Revisions to the ARC, Legal Guardian, and Out-of-State Placements Handbooks

Minor changes to the Foster Care (FC) Handbook (HB) are posted on an as-needed basis.

An addition to Chapter 10 – Relative Placements, under the Approved Relative Caregiver ARC Payment Rules topic and the Redeterminations subtopic, and the same addition to Chapter 37 – Continuing Benefits Processing under the Annual Redeterminations (RDs) for ARC topic. The use of the new Notice of ARC Eligibility Redetermination form (SCD 2626) has been added.
An addition to Chapter 20 – Legal Guardian Placements, under the Redeterminations (RRR) topic. The use of the new form Notice of Redetermination for Non-Minor Non-Dependent Non-Related Legal Guardianship (NDNRLG) form (SCD 2625) has been added. Also, the forms for the Non-Minor NDNRLG RRR packet have been separated into their own section.
A revision to Chapter 12 - Out-of-State Placements, under the OOS Placements And Procedures topic, in the “Awaiting Licensure in the State of Residence” subtopic. The sentence, “However, if the caregiver was previously approved in California and then moved to another state, payments would continue while awaiting licensure in the new state of residence,” has been revised to remove the phrase in California.
