Overview

Foster Care is a large, complicated program that involves many entities and functions. The PAC office was established to be a central point for receipt of all applications from several departments for all programs that are processed by the Foster Care Eligibility Bureau. In addition, the PAC EW III pre-screens all applications for eligibility criteria and determines which forms and documents are needed to establish eligibility for the various programs. These procedures were developed to reduce the expenditure of all-county funds. The goal of PAC is to obtain documents needed to authorize AFDC-FC funds on or before the first day of a child's eligibility. The necessary documents are obtained from the following sources:

  • Receiving Center
  • Social Workers (SWs)
  • Juvenile Probation Department (JPD)
  • Court Services
  • Mental Health, and
  • ICPC and out-of-state placements (ICAMA). Refer to “Out-of-State (OOS) Placements,

The PAC section of the Foster Care Bureau is the process from which children enter the Foster Care system. The application is initiated in PAC. The following sections of this Chapter describe the various responsibilities of the PAC office.
