Infant Supplement
Infant supplements are funds paid to FFHs, GH/STRTPs, FFA, ARC, NRLG and Kin-GAP homes to assist in the care of a dependent minor/NMD/NMFD parent's non-dependent child who lives with the minor/NMD/NMFD parent in the placement. Either male or female parenting youth may be eligible for an infant supplement.
The following applies to the minor/NMD parent's non-dependent child who lives with the dependent minor parent or NMD/NMFD parent in a Foster Care or Kin-GAP Placement:
- Payment for the infant is considered a supplement.
- Infants born to FC and Kin-GAP recipients are Deemed Eligible (DE) based on their parent’s current FC or KIN-GAP placement. Refer to No Longer Eligible for Aid Code 45.
Note: NMDs and NMFDs receiving CalWORKs are not eligible for the infant supplement. AAP and cases receiving EA are not eligible for infant supplement.
Only one infant supplement may be paid per child. If both parents of the infant are receiving AFDC-FC, the supplement must be paid on behalf of the parent that has primary physical custody of the child.
Rates
There are two infant supplement rates available based on the placement:
- $900 for a Foster Family Agency placement, a Foster Family Home, including Non-Relative Legal Guardian, Kin-GAP and NMDs placed in SILPs.
- $1379 per infant, for a group home/STRTP.
NMDs, Kin-GAP and NMFD are entitled to these rates also.

Proration of Supplements
When an infant does not reside with the minor/NMD/NMFD parent for the entire calendar month, the supplement shall be prorated for the number of days the infant is with the parent. All prorated supplements must be rounded to the nearest dollar.

Eligibility Determination
Placements
When the SW/PO arranges the placement of a minor parent or Non Minor Dependent (NMD) and non-dependent child in the same Foster Care eligible facility, in addition to completing an FC 2 for the minor parent or the FC 2 NM for the NMD when required, the SW/PO must:
- Complete a separate FC 2 for the minor’s/NMD’s infant and print “Infant Supplement” on the top of the “Statement of Facts” (FC 2) AND
- Show the infant's name as “Name of Child” AND
- Enter the names of the infant's father and mother, questions 17 and 20, so that CW 2.1Q's can be completed.
- Provide a copy of the infant’s birth certificate when available.
- Keep the FC EW informed of any placement changes of both minor/NMD parent and child and whether they are together or apart.
If the infant is a newborn, the infant is eligible for the infant supplement payment on the date of birth or the date the infant starting living with the parent. The provider, SW or PO can notify the FC EW when to start paying the infant supplement. A separate eligibility determination is not required for the infant. The infant is included in the Minor/NMD Parent's AU.
Kin-GAP
Parenting Kin-GAP minors and NMFDs are eligible for the Infant Supplements. Parenting Kin-GAP youths are not eligible for CalWORKs as long as the infant is living in the same home as the Kin-GAP youth. The eligibility requirements are the same as a foster care placement except an updated SOC 369A is needed instead of the FC 2.
