Parenting Support for Non-Minor Dependent Parents in a SILP
The intent of AB 2668 is to address the unique challenges of young parents residing in a SILP by providing adequate support and services to preserve and strengthen the family unit. This bill created an opportunity for a NMD parent living in a SILP to obtain an extra payment of $200 a month by entering into a PSP with an adult mentor. This extra payment is in addition to the infant supplement. There may be instances where a co-parenting NMD doesn’t receive the infant supplement but may receive the $200 PSP payment. This is dependent on which parent has physical custody and is eligible for the infant supplement.
The NMD parent(s) may receive this payment as long as they are participating in Extended Foster Care and are otherwise eligible. A NMD may receive an additional $200 per PSP per child that is not court dependent.
NMD parents who are in a SILP, co-parenting, and have joint custody of the child may each receive the $200 payment as long as each parent signs a PSP and is otherwise eligible.
Note: If the NMD parent moves to another placement, no longer in SILP, then the NMD is no longer eligible for the $200 PSP payment.
Requirement
The SW/PO must provide a PSP (form SCZ 208) to FCE which remains in effect as long as it is relevant and may be amended at any time to meet the current needs of the family. If the PSP is amended, the SW/PO will provide FCE with the updated SCZ 208.
Rate
The payment, in addition to the infant supplement payment for a NMD in a SILP, where the NMD parent(s) and an adult mentor have developed a PSP in cooperation with the county SW/PO, is to be increased by an additional $200 a month.
The effective day of the payment is determined by the date the Social Worker or Probation Officer signs the SCZ 208. This date may not necessarily be the date the child was born. Thus, the payment may be prorated depending when the SCZ 208 was signed by SW/PO.
Documentation
The PSP must be provided to FCE from DFCS or JPD. A copy of the PSP must be received prior to approving the payment and saved in the case file.The payment must be set as a Recurring Special Need.
