Payment Issuance Dates

Policy requires payments to be made to Foster Care no later than the 15th calendar day of the month following the month in which the service was provided. There are two separate payment issuance dates in Foster Care, both of which meet policy requirements:

  • FCI for aid types 40, 42, and 5K.
  • The regular monthly issuance for all other aid types

Kin-GAP and AAP payments are always made on the first of the month.

Foster Care Issuance (FCI)

FCI applies only to aid types 40, 42, and 5K for placements with regular, recurring payments that include the last day of the month. FCI takes place between the 8th and 10th day of the month following the month in which the service was provided. CalWIN produces the warrant the day following FCI. Placements ending before month-end will continue to be paid on a daily basis.

Note: For aid codes 43 and 49 the payments are issued at FME.

Regular Monthly Issuance

Payments for all other programs, such as AAP, Kin-GAP, and payments issued through NSDI as recurring benefits will be created at FME and mailed appropriately to be received by the 1st of the following month. Placements ending prior to month end will continue to be paid as a daily issuance.

Wraparound and THP-Plus are NSDI payments paid monthly by invoice and cannot be made as recurring payments.
