Regional Center
Many children with special needs or mental/emotional needs often require special education services. In this type of situation a whole constellation of services must be provided for the child to realize his or her full potential. Children from infancy, pre-school age (3-5), and school age (5-19) are served by Regional Centers. The Regional Center placements in Santa Clara County are served by the SARC. The child must have one or more of the following impairments:
- Hearing or vision
- Speech or language
- Mobility (requires braces/crutches/wheelchair)
- Brain injury
- Developmental delay or (retardation or autism)
- Special learning disability
SARC is normally not a residential facility. They provide services in the form of treatments and evaluations. The Regional Center also provides licensing for CCF where a placement can occur.
Community Care Facilities (CCFs) Rates

CCFs are licensed by the Community Care Licensing Division of the CDDS to provide 24-hour non-medical residential care to children and adults with developmental disabilities. Each CCF is vendorized by a regional center and CDDS determines the rate for service levels range from 1 to 4I. Rates may be accessed by navigating to the CDDS website at

Important: Effective April 1, 2022, CDDS increased rates and changed the rate determination process. As a result, rates now vary between regional centers across California, meaning each regional center now has its own rate sheet for their vendorized homes. Workers must validate rates and should request assistance from the FC Management Analyst as needed.
- SERVICE LEVEL 1: Limited care and supervision for persons with self-care skills and no behavior problems.
- SERVICE LEVEL 2: Care, supervision, and incidental training for persons with some self-care skills and no major behavior problems.
- SERVICE LEVEL 3: Care, supervision, and ongoing training for persons with significant deficits in self-help skills, and/or some limitations in physical coordination and mobility, and/or disruptive or self-injurious behavior.
- SERVICE LEVEL 4: Care, supervision, and professionally supervised training for persons with deficits in self-help skills, and/or severe impairment in physical coordination and mobility, and/or severely disruptive or self-injurious behavior. Service Level 4 is subdivided into Levels 4A through 4I, in which staffing levels are increased to correspond to the escalating severity of disability levels.

Note: Kin-GAP is not eligible for CCF rate. AAP children/youth may receive rate if SW indicates the rate on the AAP 2.
Documentation Required for Payment
A complete SOC 158A listing the placement details is required to make this payment. Workers must validate rates and should request assistance from the FC MA as needed.
CalSAWS
CalSAWS is unable to update the new CCF rates but will leave rates which were effective January 1, 2022 in the reference table. Workers will continue to issue CCF payments via current process and also issue the difference between the 4/1/22 and 1/1/22 rates via NSDI.
