Transitional Housing Placement Program (THPP)

THPP is an optional county program designed to help youth (aged 16-17) achieve self-sufficiency before exiting the foster care system.
Participation Requirements
An eligible participant must:
- Be aged 16 to 17
- Have dependency or wardship established
- Be in an out-of-home placement, under the supervision of the Department of Family and Children's Services (DFCS or Juvenile Probation Department (JPD
- Participate in the Independent Living Program (ILP).
Note: Non-minor dependents (NMDs) may participate in THPP but can only receive the THP-NMD rate and the difference must be paid through county-only funding.
Parenting youth are also eligible for THPP and the infant supplement (provided at the foster family home rate).
Placement Requirements
The California Department of Social Services (CDSS) is responsible for licensing and regulating transitional housing placement providers. Participant and non-participant siblings and coparents are eligible to share a bedroom or living unit with a participant.
Rates
Payment rates for THPP are set by the individual county and approved by the state. The Bill Wilson Center is the only THPP provider in Santa Clara County. Refer to the SCC Foster Care Rates Chart form (SCD 2405) for the current contracted rate.
Documentation Required for Payment
A Foster Child’s Data Record and AFDC-FC Certification form (SOC 158A) with the correct placement information is required to issue a THPP payment.
