Document Identifier

  1. DFCS/JPD/OTHER
    1. Sends documents by e-mail, scans, fax or File Transfer Protocol (FTP) which may include the following:
      1. DFCS Intake Form (SCZ 203),
      2. RAIC Intake log,
      3. Intake Packets or SOC 158As,
      4. JPD Packets, and
      5. Voluntary Placements (VP) packets.
        1. Note: This is an abbreviated lists of documents that are received by Foster Care Eligibility (FCE).

  2. Designated FC Clerical
    1. Retrieves Initial Documents from the Foster Care Processing Inbox.
    2. Identifies the document(s) by checking the following:
      1. CalWIN
      2. MEDS
      3. CWS/CMS
      4. Case Tracking
      5. CalHEERS
      6. TMT
    3. If unable to ID, Forwards to ASO.
      1. Note: DFCS/JPD must provide minimal information such as full name and date of birth of the child.

      2. Note: ASO will advise FC Clerical to return document(s) to sender.

    4. Completes ID for:
      1. No FC case,
      2. Closed FC case or
      3. Medi-Cal only FC case.
        1. Completes MEDS check.
        2. Prints the following MEDS screens.
          1. INQM
          2. INQ1
          3. INQ2
          4. INQ3
  3. FC Clerical
    1. The following are procedures on how to examine documents when MC is active or not required.
      1. If document is assigned to a FC EW, Forwards to assigned FC EW.
      2. If document is able to ID to an active case that is not assigned to an FC EW, FC Clerk will assign case to a FC EW and forward documents to the assigned FC EW.
      3. If document is able to ID but pending case in Triage, Forwards to Triage.
      4. If document is able to ID but closed for one full calendar month, Forwards to Triage.
      5. If document is able to ID but closed by Intake, Forwards to Triage.
      6. If document is able to ID but closed by continuing FC EW less than one full calendar month, forwards to last assigned continuing FC EW or last EWS for case assignment.
      7. If document does not belong to FCE, forwards document to correct location.
    2. Completes the SCD 41 (for new placements and ARC.)
  4. Designated FC Clerical
    1. Reviews documents to determine if Medi-Cal is needed.
    2. If the Child/Youth has no active Medi-Cal, 
      1. Sets up manila folder with SCZ 203 and SAWS 1.
      2. Forwards the folder to the FC Clerk to complete the App Reg.
    3. If the Child/Youth has Active Medi-Cal
      1. Sets up manila folder
    4. When applicable, completes application registration for Medi-Cal.
      1. Attaches MEDS screens
      2. Request IEVS Report in CalWIN
        1. Note: When unable to request an IEVS report, includes the reason why the report was not requested.

    5. Assigns to Intake for Medi-Cal (MC) approval when Medi-Cal is not active.
    6. Refers documents to Triage when MC is not needed.
