Change of Placement from an Existing Non-Federal Case to an ARC Case
If an existing a non-federal foster care case changes to a relative caregiver placement (ARC case) then the continuing EW will process as any other change of placement. The case will not be sent to the Intake Unit as a new eligibility determination is not necessary and the Continuing EW will validate, not determine, the aid code produced by CalSAWS.
- FC Clerical
- Receives “Statement of Facts Supporting Eligibility for ARC” form (ARC 1).
- Completes Identification (ID) and determines that the document is assigned to a Continuing FC EW.
- FC EW
- Provides caregiver information to clerical so the caregiver is added to the CalSAWS Resource Data Bank.
- Reviews and signs ARC 1 form. The ARC 1 form must be signed by the Approved Relative Caregiver, the EW and the EW Supervisor.
- Confirms RFA certificate is located in EW Tools Folder.

REMINDER: The beginning date of aid is the later of the two dates between the home approval and the signed ARC 1 (as long as all other eligibility requirements are met).

- Confirms a copy of the FC 3 is in imaging (obtained from the denied FC case or any documentation where the federal foster care determination was denied).
- Confirms the FC 3 and FC 3A have the box checked for “Not Eligible for Federal AFDC-FC” in the month of petition.
- Confirms a copy of the court order from the most recent review hearing is in imaging.
- Confirms a copy of the “Foster Care Caretaker Relative Documentation Chart” form (SCD 1383-FC) is in imaging. Provides the form to the relative for completion if there is not a copy in the file. This form must be received as part of the completed ARC file.
- Completes Collect Foster Care Summary and Absent Parent windows in CalSAWS, reviews the case to make sure all other screens are completed, runs EDBC then validates the ARC aid code.

Reminder: Some ARC special needs/specialized rates, including but not limited to SCIs, Dual Agency, etc., require a SCZ 141Z and must be paid in NSDI. Refer Approved Relative Caregiver (ARC) Funding Option Program for more details.
