Processing an Emergency Caregiver (EC) Request
During a foster care episode, the child may experience a placement change due to an emergency or compelling reason. In this situation, the Continuing SSBS may receive an EC request for a placement without RFA.
- SW
- Sends placement change SOC 158A to FC Clerk.
- FC Clerk
- Receives SOC 158A and assigns task for Continuing EW to process.
- Cont. SSBS
- Receives SOC 158 for placement change,
- Validates that the EA 1 and the RFA 01A are in the EW Tools Folder within ten business days of the placement.
- If EA 1 is on file but the RFA 01A has not been received, then allows ten business days from the date placement change SOC 158A is received, then sends an email to RFADESK@ssa.sccgov.org to request RFA 01A.
- If EA 1 is not file, then contacts SW/PO to request an EA 1.
- Reviews case for EC eligibility criteria (refer to section 21.16.1)
- If criteria is not met, then informs the SW that the case does not meet EC criteria and requests a SCZ 414Z for payment.
- If criteria is met, then
- Closes existing placement.
- Opens new placement.
- If this is a federally eligible EC case, use EA/5K funding. A NOA should not be sent.
- If this is a state-eligible case EC case, use EC/5L funding. An RFA 105 NOA must be sent to the caregiver and SW/PO and forwards a copy to Imaging.
- Enters CalSAWS Journal that EC funding is being used and includes EC start date.
- Cont. SSBS
- When RFA is approved or denied or exhausts 365 day limit, whichever comes first:
- If this is a federally eligible EC case using EA/5K funding, a NOA should not be sent.
- If this is a state-eligible EC case using EC/5L funding, then sends RFA 105A NOA to caregiver and sends a copy to Imaging.
- Ends EA/EC placement and opens a new placement in CalSAWS using the appropriate AFDC-FC aid code
- Enters CalSAWS Journal summarizing actions taken above.
- When RFA is approved or denied or exhausts 365 day limit, whichever comes first:
