Background
The Affordable Care Act (ACA) allowed states to elect three different budget periods to allow greater flexibility in how income can be counted to determine MAGI MC eligibility. CA elected to use all three budget period methodologies as follows:
- Current Monthly Income (CMI),
- Reasonably Projected Annual Income (RPAI), and
- Projected Annual Income (PAI).
Changes
Two new Topics: Budget Periods and Reasonably Projected Annual Income have been added to Chapter 13 of the Medi-Cal Handbook with additional details on applying RPAI budgeting.
Documentation
When RPAI is used as a budget period, clear documentation should be included in the case Journal page detailing how the RPAI budget was utilized.
Data Systems
PAI and RPAI are merged into one budget period due to the current system functionality in CalHEERS.
Other Programs
This change only affects the Medi-Cal Program.
