MEDS/CDB Concepts
MEDS-ID (SSN or Pseudo Number)
- The primary identifier for MEDS/CDB is a person’s SSN. If a person does not have an SSN, MEDS/CDB assigns a ‘Pseudo SSN’ to identify the record/recipient.
- Once the SSA assigns an SSN, and the recipient has advised the EW of the number, the SSN must be entered by the EW into CalSAWS on the Individual Demographics Detail page, [SSN Verification Status page secton]. This entry triggers CalSAWS to generate a MEDS-ID Change (EW10 or FX10) transaction to the MEDS Network. The ‘Pseudo SSN’ is then replaced with the recipient’s SSN.
- Since the SSN is the key to a MEDS/CDB record, it is essential that the number be entered correctly into CalSAWS. Entry of an incorrect SSN can cause the following problems:
- Establishment of multiple records on MEDS/CDB and/or rejected transactions.
- The Agency fails to meet IEVS requirements as we do not receive accurate data (from either the Applicant or Recipient Systems).
- Benefits issued in an erroneous SSN; potentially causing the issuance of duplicate benefits.
- Intercounty conflicts when our county uses another county’s SSN and vice versa. A great deal of time is expended by both eligibility/supervisory staff at the district level in SSN conflict resolution.
- There is a potential risk of being cited with an error due to our failure to record an SSN accurately into the MEDS Network.
- A ‘Pseudo Number’ can be differentiated from an SSN as it begins with an ‘8’ or ‘9’ and ends with the letter ‘P’ or ‘Q’. The pseudo number is assigned by MEDS/CDB when a person with no SSN is approved.
Reminder: ALWAYS check MEDS and select the existing SSN/Pseudo number assigned to the individual during Person Clearance in order to prevent the creation of duplicate records.
County-ID
The beneficiary’s 14-digit County-ID number is a secondary identifier for MEDS/CDB. This 14-digit number consists of:
- 2-digit county number
- 2-digit/character Aid Code
- 7-digit case serial number
- 1-digit/character FBU
- 2-digit person number.
For SSI/SSP recipients, the number “9” and the recipient’s SSN replace the county serial number, FBU, and person number.
For APTC recipients (X1, X2, X3, etc.), the number “9” and the recipient’s CIN replace the county serial number, FBU, and person number.

CCN
The beneficiary’s 10-digit CCN is a secondary identifier for MEDS/CDB. This 10-digit number is preceded by the letters CH (CH-500xxxxxx2) on County-ID/CCN Cross Reference Report [INXC] screen that is used as a Search Option on Whole Case Inquiry Request [INQW] screen. The CCN can be found on [INQP] screen.
