State-Only Payments

There are instances when federal regulations do not consider a person eligible for federal funding, but because of state law, the person is eligible for the state-only CalWORKs program. This difference may occur due to a court decision, legislative action, or a threatened lawsuit. Some examples are:

  • Technical overpayment laws,
  • Excess property overpayment regulations, or
  • "Qualified Non Citizen" regulations for those whose date of arrival is on or after 8/22/96 and receive CalWORKs during their first five years in the U.S.

Note: "State-Only" is often referred to as non-federal.
