Changes in Types of Payments

EAS 40-185.1

An Intraprogram Status Change means a change in status from one part of the same program to the other, i.e., from cash grant to medically needy and vice versa within the same program and changes between CalWORKs and Foster Care.

An Interprogram Transfer is a transfer from one cash grant program to another, which is completed without interruption in aid payment.

Transfers Between CalWORKs and Foster Care

When a child in a CalWORKs AU is moved to Foster Care, the effective date of Foster Care assistance is the date the child is placed in a Foster Care eligible facility AND IS OTHERWISE ELIGIBLE. The effective date for federal or non-federal funding must not precede the date on which the authority for placement requirement is met, i.e., the detention hearing. 

Transfer From Foster Care to CalWORKs

When a child receiving Foster Care moves to the home of a parent or relative and becomes part of a CalWORKs AU, the effective date of change is the date the child is placed in their parent's or caretaker relative’s home, and is otherwise eligible.

Transfer From Foster Care to Kin-GAP

When a child receives benefits under the Foster Care program and becomes eligible for Kin-GAP, the FC payment must stop the date dependency is dismissed. Kin-GAP payments may begin in the same month the FC payment ends; however, the first Kin-GAP payment will be prorated.
