Birthdate/Name File Clearance
To ensure Update/Termination transactions do not inadvertently affect the wrong MEDS/CDB record, birthdate edits are applied against the MEDS database record prior to the system accepting or rejecting our transaction.
The birthdate sent in the transaction header (as well as the new birthdate if present), will be matched against the MEDS database. If neither birthdate matches, a ‘match score’ will be determined based on partial matches of birthdate and name. A ‘match score’ of 9 or more is considered to provide a reasonable assurance that the transaction is really for the same client, despite the minor birthdate discrepancies between MEDS and the data contained in the transaction.

If the birthdate match does not produce a score of 9 or more points and the MEDS record is not currently active, additional matches are done on the Name with scoring as follows:

Minor discrepancies in birthdate will not prevent updates to MEDS if the County-ID (two-digit county number, 7-character serial number and 2-digit person number) sent in the transaction match MEDS and the transaction header also includes a MEDS-ID.
Note: Both BIC Replacement (EW45) and MEDS-ID Change (EW/FX 10) transactions require an exact match on birthdate since the DOB is a key identification element.
