MEDS Online Access Procedures
The Medi-Cal Eligibility Data System (MEDS) contains confidential beneficiary data from the federal Social Security Administration (SSA). To access data that is obtained from SSA, the Department of Health Care Services (DHCS) is required to enter into a data sharing agreement with SSA and comply with all requirements in that agreement. The agreement became effective July 1, 2007.
To ensure that county access to MEDS and the SSA data included within MEDS complies with the new data sharing agreement, DHCS has implemented the Resource Access Control Facility (RACF) logon process for MEDS users effective October 31, 2007.
RACF is an IBM tool chosen to help protect the personal health information of every beneficiaries on MEDS. It will provide protection from unauthorized access, disclosure, modification, and destruction.
