9578 - Renewal Re-Evaluated SSN-VER Status - Action

This monthly alert is generated when SSN verification indicates not verified/not fully verified. The MEDS record is placed in Burman status and one of “4xxx” Worker Alert should be previously generated.

Refer to the list of unverified SSN codes in the MC HB Chapter 4: Social Security Validation/Referral Process and Chapter 10 County Eligibility Worker Alerts: 4000 - 8999, for detail information to process “4xxx” Worker Alerts.

Action Required

The EW must review the SSN-VER code in MEDS (SSN-VER code can be found in MEDS QRG) and review the MEDS information against the Social Security card or other verifications/documents (i.e. birth certificate, I-551, Naturalization Certificate, etc.).

  • If the recipient is undocumented and their SSN is unverified, remove the SSN and use pseudo instead. 
  • If the recipient has CITIZEN/ALIEN Indicator 'U' (undocumented) on the MEDS INQE screen for the valid SSN issued by the Social Security Administration for the work purpose only, SSN validation batch transaction (SS30) will not trigger with Social Security data file to attempt verifying the individual's SSN, Name and DOB and will place the record on Burman Hold with TERM-REAS 'SN'.
    • Verify the immigration status for the individual and update the Document field on the Citizenship Status Detail page. This will update the CITIZEN/ALIEN Indicator Code and trigger SSN validation transaction (SS30) in MEDS, otherwise SSN-VER Code remains unverified, and the Burman Hold with TERM-REAS 'SN' remains. 
    • Immigration status can be obtained through a SAVE online request, ensure an individual's name on SSN card matches the name displayed in MEDS/CalSAWS.
  • If the SSN-VER code refers to the DOB discrepancy, compare the DOB information in the MEDS BIRTHDATE field in INQM and SSN-VER-BIRTHDATE field in INQE against the birth verification.
    • If the SSN-VER-BIRTHDATE in INQE is the correct date, correct the DOB in MEDS/CalSAWS/CalHEERS.
    • If the SSN-VER-BIRTHDATE field does not match the birth verification, refer the recipient to Social Security to correct their DOB on their Social Security record. 
    • If the SSN-VER-BIRTHDATE field in INQE is blank, compare the DOB information in the MEDS BIRTHDATE field in INQM against the birthdate verification and make appropriate corrections.
      • After DOB correction, the SSN is still not fully verified then complete MC 194 to verify the recipient’s DOB on the Social Security record.
  • If the SSN-VER code refers to the NAME discrepancy, compare the MEDS NAME information in INQM against the Social Security card, other verifications (i.e. birth certificate, immigration doc), and birth verification.
    • If the Social Security or birth verification has incorrect name information that needs to be corrected, add the correct name information in the Previous Names page section of the Individual Demographics Detail page, and refer the recipient to Social Security Administration to correct Social Security information or to Vital Statistics to correct birth information.
  • If the SSN-VER code refers to the NUMIDENT, Title II or Title XVI mismatches:
    • Compare the MEDS NAME information in INQM against the Social Security card and other verifications (i.e. birth certificate, immigration doc).
    • Compare the MEDS BIRTHDATE in INQM and birth verification.
    • Complete MC 194 to verify the recipient’s name or/and DOB and check an appropriate box in the Section ‘C’ of the form, indicating what specific record is mismatched (i.e. ‘NUMIDENT, Title II or Title XVI’). The EW may use the ‘Comment’ section on the form to provide more details to Social Security.
      • If Social Security record has the correct information, correct our data in MEDS/CalSAWS/CalHEERS.
      • If Social Security record has the incorrect information, refer the client to contact Social Security to make the corrections.

Note: Please ensure a new BIC is issued to the recipient after their name/DOB was corrected

  • If SSN-VER is L or M after Burman status has been applied, take no action until after the next Renewal. If the client’s record is still in Burman status with an L or M, create a GadWIN ticket with supportive document and CalSAWS/CalHEERS/MEDS screen shots.
  • MEDS records with a pseudo MEDS-ID that have SSN-VER of 6 or 7, and are placed in Burman status, the EW should review to ensure correct CalSAWS entry and complete an SCD 1296 to request changing to the correct SSN-VER (8, 9 or G).

ExampleExample An undocumented aged client, who has no SSN in CalSAWS and a pseudo MEDS-ID in MEDS is placed on Burman status due to SSN-VER code “6”. To correct the error, the EW requests an MTO to update to the correct SSN-VER code “9” and to release the Burman Hold.
