Social Security Validation/Referral Processes

Overview

The SSN is used by MEDS, CDB, IEVS and a variety of other systems to identify and locate the records of individuals and to generate transactions to various databases. It is therefore CRITICAL that the SSN is accurately recorded in CalSAWS.

The SSN is a primary identifier and is referred to as the MEDS-ID in the MEDS Network system. The State requires support from both the SSA and the counties in regard to verification of reported SSNs, obtaining SSNs or replacement Social Security cards for recipients and resolution of duplicate SSN assignment. When daily SSN Verification Process with SSA system indicates SSN-VER codes in MEDS unverified or partially verified, CEWAs in “4xxx” series will be generated to require corrective actions.

The three (3) automated processes developed and maintained by the DHCS to verify SSNs are:

SSN Referral Process - SS10 Transactions

  • Clients are referred to the local SSA office with the form MC 194.
  • SS10 transactions are generated daily to SSA in Baltimore.
  • SSA responds to the worker-initiated MC 194 referral.
  • CEWAs are generated monthly back to the CWD.

SSN Validation Process - SS30 Transactions

  • A daily process generated by DHCS to SSA in Baltimore.
  • The SSA SVES is used to complete the SSN validation.
  • The county’s active MEDS records which have not yet been validated (SSN verification code N, O, P, Q, S, T, U, V, Y, &,% or !), are compared to SSA’s NUMIDENT database in Baltimore.
  • If the NUMIDENT match fails to verify the SSN, matches will be performed against SSA’s two other databases:
    • Title II MBR; and
    • Title XVI SSR databases.
  • Results of the comparison (validated or unvalidated) are reported to the county.

IEVS Applicant Process - Wire to Wire Third Party Query (WTPY)

  • Generated daily by DHCS to SSA in Baltimore.
  • Initiated when the applicant’s SSN is entered into CalSAWS during the Application Registration process.
  • Results of the SSN Validation match are reflected on the IEVS Applicant Abstract.
