SSN Validation Process (SS30 Transactions)
DHCS performs a daily match with SSA for all Medi-Cal, CalFresh and cash aid clients whose SSN has not yet been validated (SSN verification code 0 - 9 or N, O, P, Q, S, T, U, V, Y, &, % or !).
SSN Validation request is automatically triggered if one of the following conditions is met:
- SSN is newly reported,
- SSN has never been submitted for SSN Validation, or
- Birthdate or name change that previously failed SSN Validation.
Validation is completed using the SSA SVES. The SSNs are compared with the SSA’s NUMIDENT database. If the NUMIDENT match fails to verify the SSN, matches will be performed against SSA’s two other databases:
For each client whose SSN has not yet been validated, the following process is included in the daily Validation:
- Each record sent to SSA contains the client’s Name, SSN, DOB, Sex and the 14-digit COUNTY-ID as contained on MEDS. SSA compares the data sent in the transaction with the data contained in their NUMIDENT, MBR, and SSR files.
- SSA generates an electronic file back to DHCS, indicating whether there is a match or not for each record sent. This data is then matched with the MEDS records.
- If SSA’s record matches the MEDS record, DHCS posts a Validation Code (A, B, C, D, E, F, H, I, J, K or W) in the SSN-VER field on the client’s record.
- If SSA’s record DOES NOT MATCH the MEDS record, DHCS posts the SSN-VER field with a code indicating validation rejections (N, O, P, Q, S, T, U, V, Y, &, %, or !).
- DHCS then notifies the EW via 4000 series daily worker alerts of the Validation results. Follow-up action may or may not be required, depending on the nature of the alert.
