Deficit Reduction Act (DRA) Documentation

Effective December 10, 2007, verification of citizenship and identity must be obtained for all individuals claiming U.S citizen/national status at application and at the time of redetermination of benefits (this requirement does not apply to non-citizens and undocumented immigrants).

OSIII/CSTs are required to accept and provide a receipt (DHCS 0005) for original documents and update MEDS when a worker submits a completed SCD 1296 with the attached CalSAWS screen prints, as per district office procedures. 

BCCTP 

The BCCTP is administered by the DHCS. If DRA documents are required, DHCS will refer the client to the closest county Social Service office in which they reside to submit the DRA documents. When a BCCTP applicant or recipient comes to one of our district offices, the process below must be followed:

  • CSTs must view citizenship/identity documents to determine that they are originals or certified copies by the issuing agency.
  • Make a photocopy of the document(s) and promptly return the originals back to the client. 
    • Note: Do not image received document(s).

  • Complete and sign a copy of the ‘Receipt of Citizenship or Identity Documentation” (DHCS 0005) form and provide a copy to the client.
  • Attach a copy of the citizenship/identity documents to the DHCS 0005 (placing the DSCS 0005 on top) and forward to:
    • Medi-Cal Coordinators
    • Program-5th floor
    • 333 W. Julian Street, via pony
