Issuing Benefit Identification Card (BIC) Process
When a client requests a BIC card in the lobby, the client is given the form “REQUEST FOR “IMMEDIATE NEED” PAPER BIC”(SCD 1233) to complete.
The CST ensures that the SCD 1233 is complete and verifies the complete address. If the address is changed, the client must speak to his/her EW.
The CST must ensure the client has proper ID. If the client does not have proper ID, the CST needs to refer the client to the Information Supervisor.
The CST processes the IN paper BIC, issues a paper card to the client. The client must be informed that the process will take anywhere from 5 to 7 business days to receive his/her plastic BIC card. If he/she does not receive the card, the client must call his/her worker, since the paper card is only good for one month.
Note: A paper BIC should only be issued to clients who need to see a doctor within the next 5 days. Otherwise, they should speak to their worker to receive a plastic card in the mail.
