Invalid/Incomplete Pending Applications

Applications entered in error must be canceled immediately before a new application is created and assigned a case number. When a client requests to withdraw an application, it must be removed from the Application Registration subsystem. 

Invalid and incomplete applications, not associated with cases, are left in the Registration subsystem and remain in a pending status until they are cancelled manually. These erroneous applications reduce the data storage capacity of the system and impact the cost our agency incurs for maintaining cases in a pending status. 

The “Invalid Applications Not Associated with Case ID” (DSR 06 ELG 004) report is sent to the designated person at each office monthly via Business Objects. The designated person retrieves the report and distributes it to the OMC and to the designated clerical person. The clerical person must cancel the pending applications listed on the report when received from the OMC. 

The following process is for incomplete physical paper applications that are missing essential information, and application registration cannot be completed in CalWIN.

  1. Reviews the application and determines if there are missing information and unable to complete application registration in CalWIN.
  2. Makes the first attempt to contact the applicant via phone, and
    1. If the Client Responds, then
      1. Completes application registration in CalWIN.
      2. Note: Refer to a specific program policy for the date of application used in CalWIN.

    2. If the Client Does not respond, then 

      1. Attempts to contact the client by phone 2 more times, and holds the incomplete application for 15 calendar days.
  3. Indicates all dates on the paper application when the contact is made.
    1. Keeps the incomplete application in the designated clerical area for 90 days prior to disposing it.
