Jump Start Vehicle Repair Program Requirements
A participant may NOT receive more than one vehicle repair payment. The total repair costs, including fees for diagnostic estimates, cannot exceed the KBB retail value of the vehicle OR the maximum allowable amount of $1,500, whichever is less. There is a maximum of $150 for each diagnostic estimate. Two estimates are required and cannot exceed $300.
To determine the value of a vehicle:
- Go to https://www.kbb.com.
- Click on “Check My Car’s Value” on the left side of the page.
- Under “Get Your Blue Book Value” enter the Year, Make, Model and Mileage of the vehicle and click “Next”.
- Under “Options and Condition” select Price with standard equipment.
- Under “What color is your vehicle”, select appropriate color.
- Under “What is your vehicle’s condition”, select appropriate condition and click on “Next”.
- Under “Your Blue Book Value” click on Sell to a Private Party.
- Use the Private Party Value as the retail value of the vehicle.
Allowable Repairs
The cost of vehicle repairs that are necessary for the vehicle to remain operable may include, but are not limited to:
- Brake repairs;
- Tire replacement, including tire alignment, tire balancing, and tire disposal fees;
- Minor related repairs; and
- Smog inspections and related repairs
Participating vehicles must be in drivable condition and must be able to travel to the service location under the vehicle’s own engine power. Towing services will not be provided through this program and vehicles that require towing are not eligible for benefits.
Note: Requests for services of vehicles that are identified as a “Salvage Vehicle” are NOT eligible.
Repairs Not Allowed
Vehicle repairs that are not eligible under this program include, but are not limited to the following repairs:
- Scheduled maintenance and tune-ups
- Upholstery repair and service to entertainment systems
- Air conditioning repair and maintenance
- Paint and body work, and
- Other non-safety related service or repairs
Repair Shops
Jump Start clients must select a vehicle repair shop that is licensed by the California Bureau of Automotive Repair and provides a written parts and labor warranty.
Requests for repairs by unlicensed repair shops are NOT approved.
Clients are required to obtain a minimum of two (2) itemized, written estimates of the recommended repair work for the vehicle under consideration.
The EC is responsible to provide a written approval or denial of the cost estimate to the client by issuing SCD 1787. The approval will include the maximum contribution to the cost of the service/repair to be made by CWES. Clients may elect to obtain a separate itemized written estimate if their vehicle requires tires in addition to repair work. The total amount for repairs, tires and estimates cannot exceed $1500.
CWES will NOT pay for:
- Costs not included on the original estimate,
- Services not listed on the approved work order,
- Any cost in excess of the agreed amount; and
- Assume any responsibility for the work performed by the business selected by the client.
The selection of a vehicle maintenance/repair business is the sole responsibility of the client and CWES makes no representations regarding the quality of the work performed by these businesses.
Note: Referrals for participants who live in North and South County must also follow the same process.
