Minor Consent Approval

  • For procedure on how to complete Application Registration for a Minor Consent application, including retro Minor Consent request, refer to the CalSAWS "Job Aid (JA) Medi-Cal - Minor Consent Program – Process".
  • Do NOT enter the minor’s SSN in CalSAWS. MEDS will assign a Pseudo Number to the minor.
  • Do NOT use the same Person ID and CIN from a regular case (Medi-Cal, CalFresh, CalWORKS, etc.) that is assigned to the minor applicant.
  • The home address must not be entered. Use the district office’s address instead.
  • Do not enter Identity or Other Health Coverage information.
  • All Minor Consent Medi-Cal must be issued through the MEDS Terminal Operator (MTO) by submitting an SCD 1296.
  • The minor must reapply in person each month if Minor Consent services are still needed. Refer to the Minor Consent Renewal.

Case Situation

17-year-old pregnant minor applies for Minor Consent Medi-Cal. She lives at home with her unaided parents and has no source of income.

  1. Before starting, you should conduct a search for an existing Minor Consent case.
  2. Check for SSN not entered in CalSAWS and for a new CIN with pseudo assigned if a “minor consent” applicant has never had a minor consent record in CalSAWS and MEDS.

Note: If retro benefit is requested, review Retro Months page section of the Medi-Cal Person Detail page to ensure the retro month is listed.

      1. On the Case Summary page:

  • Click the View Details button in the Medi-Cal Program block.

      2. On the Medi-Cal Detail page:

  • Click a Name hyperlink in the Program Persons page section.
  • The Medi-Cal Person Detail page displays.
  • Click the Edit button.
  • The Medi-Cal Person Detail page displays in edit mode. 
  • Click the Edit button in the Requested Medi-Cal Type page section.
  • The Requested Medi-Cal Type Detail page displays.
  • Select one of the four Minor Consent types from the Requested Medi-Cal Type drop down list (in this case scenario select Minor Consent (<21) Pregnancy.
  • Click Save and Return buttons all the way back to Case Summary page

      3. Complete all mandatory fields on the Pregnancy Detail page.

      4. Complete other Data Collection pages relevant to the case.

      5. Before running EDBC, you must generate form MC 4026 and have the applicant sign it.

      6. Run EDBC for the month of the Minor Consent program and review for an expected result prior to Accepting and Saving.

      7. The Medi-Cal EDBC Summary page indicates Pass Result and Minor Consent Services under Aid Code 7N.

      8. Accept and Save the results and submit an SCD1296 requesting to activate 7N.

Note: Minor Consent program is discontinued effective the first day of the month after which it is approved, usually immediately after approval. CalSAWS requires you to discontinue a Minor Consent program manually, using the system Negative Action functionality.

Transactions Generated by CalSAWS to MEDS

CalSAWS does not generate Add (EW20) transaction to activate Minor Consent in MEDS. The EW must submit an SCD 1296 requesting the MTO to issue benefits online.
