Critical and Non-Critical Data Fields
Critical Data Fields
Critical data fields have an impact on a client’s eligibility. Recon discrepancy worker alerts are generated when discrepancies are found in critical data fields. The critical Recon data fields are as follows:

Non-Critical Data Fields
Non-critical data fields do not have impact on a client’s eligibility. Recon discrepancy worker alerts are not issued when discrepancies are found in non-critical data fields. The following data fields are non-critical:

Updatable and Non-Updatable Data Fields
Updatable data fields are those data fields that generate a Recon update transaction when discrepancies are found. Currently, all data fields are “Updatable” except for the following:
ABAWD-Date and ABAWD-Ind
Due to complications counties may experience in maintaining this information, the State Department of Social Services has requested that discrepancies found in these data fields be reported to the counties, but not be updated on MEDS.
Redeterm-Date
This data field is not Updatable ONLY when it exists on MEDS but not on the county Recon file. An alert will be generated to notify the EW of the discrepancy, but the MEDS data will not be updated. When this data field is found on the county Recon record, it is considered Updatable and will be added to the Recon update transactions.
Reportable and Non-Reportable Data Fields
Reportable data fields are those data fields that generate a Recon alert when discrepancies are found during the Recon process. The following are the only data fields that will be displayed on an alert when discrepancies are found:

Address
Discrepancies in the mailing or residence address fields are reported ONLY when the discrepancy is in the barcode and secondary delivery number. Otherwise, discrepancies in address fields are not reported. Discrepancies in the authorized representative address fields are NOT reported.
Other Definitions
Bypassed Record
A record on the county CalSAWS Recon file which contained an Aid Code that is bypassed for the county Recon process. These Aid Codes are valid to MEDS, but not for county use (e.g., Healthy Families Aid Code).
Case Data
Case data includes DISTRICT, EW-CODE, and CASE-NAME.
Client Data
Client data includes:

A fatal data validation error in at least one of the following Recon critical eligibility data fields:

Critical Recon Fields
Eligibility and client data fields that have an impact on a client’s eligibility or ability to access medical services.
Refer to Critical and Non-Critical Data Fields for a listing of these data fields.
Duplicate Record
A record on the county Recon files that is a duplicate record in the MEDS Recon process. A duplicate record has the same MEDS-ID, COUNTY-CODE and SEGMENT-TYPE.

Eligibility data includes:

Excluded Record
A record on the county Recon file which contained an Aid Code that is excluded from the county Recon process. These Aid Codes are valid county Aid Codes but are not reconciled. These include the Minor Consent and IE/RR Aid Codes.
Reportable Field
Data fields that generate a Recon alert when discrepancies are found.

Segment-Type
The eligibility segment associated with a specific Medi-Cal or CalFresh eligibility program. Valid segment types are assigned by MEDS based on the Aid Code and transaction code on the county MEDS reconciliation transaction. Examples of valid segment types include:
