MEDS Reconciliation/Burman Holds
Overview
The purpose of the MEDS/CDB Recon process is to compare current month information on the MEDS Network with current month information on the county CalSAWS masterfile.
Starting September 25, 2017, the CalHEERS-MEDS Recon process for programs managed by CalHEERS (APTC, CSR, CCP, etc.) is included to identify an issue which needs correction to keep MEDS and CalHEERS in sync. The Recon process:
- Is run quarterly by the DHCS.
- Identifies client and eligibility discrepancies between MEDS/CDB and CalSAWS/CalHEERS.
- Updates the MEDS/CDB records to match the CalSAWS records to the extent possible.
- Generates worker alert messages to notify EWs of the discrepancies that are identified and whether a Recon update transaction was generated.
- Generates transactions to place those records with unresolved discrepancies and/or fatal errors on Burman Hold. Records with a Hold status do not impact eligibility, a client’s eligibility continues until the EW resolves the problem or terminates the record).

- Places records into Edwards status (Aid Code 38) if the Hold is not resolved prior to MEDS renewal for those Aid Codes covered by the Edwards v. Kizer court settlement (e.g., 01, 30, 35, 39, 40, 42, 54, 59, 3L, 3M, 3P, 3R, 3U, etc.).
- Generates statewide and county statistical reports to provide counties with statistical information related to the outcomes of the Recon process. The reports are used to measure the success of the reconciliation process and to identify problems in the daily update process.
