HAPI Function, Purpose and Benefits

Function: What is HAPI?

HAPI is the system by which counties report HA payments to the Statewide Homeless database. The Homeless database resides within Applicant IEVS.

All Homeless payments (including both TS and PH and back rent arrearage) are displayed on the Homeless Program Inquiry screen. The Known To Welfare screen displays only the last Homeless payment recorded. Information included on both of these screens include:

  • Type of payment (e.g., whether Temporary, Permanent or Temporary Assistance).
  • Authorization Date of payment.
  • County which issued the payment.

Refer to CalWORKS HB Chapter 42, for policy and eligibility requirements of the homeless assistance program.

Purpose and Benefits

HAPI is intended to:

  • Assist the EW in determining eligibility for an HA payment.
  • Provide a statewide database of Homeless recipients/payments.
  • Prevent the issuance of multiple homeless payments to a recipient.
