Non-Compliance - Sanctions for Married Couple

Sanctions for married couples are applied as follows:

If both spouses are employable and either one fails to comply, both are discontinued and sanctioned
If one spouse is employable and the other is unemployable, and employable spouse fails to comply, then only the employable spouse is discontinued and sanctioned.
