Cal-OAR Measures

The CalWORKs Outcome and Accountability Review (Cal-OAR) is a partnership with CalSAWS between the California Department of Social Services (CDSS) and the Santa Clara County Social Services Agency. Since implementation on July 1, 2019, several performance measures have been analyzed and will be used in the County’s Self-Assessment and System Improvement Plan. One of the performance measures is the CalWORKs Homeless Assistance (HA) and Housing Support Program (HSP) Access Rate. Accurate and timely data must be entered into CalSAWS.

When the client requests HA and receives HA, the record is recorded in the Homeless Detail page and in the Permanent/Temporary Homeless Detail page.

The Housing Support Detail page will record the date the referral for HSP services is made and whether HSP services were provided within 30 days of referral.

The combination of these entries will provide the percentage of clients that request HA and or HSP and receive services within 30 days of request.

Note: When data is entered in the CalSAWS page (except for corrections), the Effective Begin Date must be entered. When new data is entered that overrides old data (example: a new entry to the HSP is made), the old data is retained in View History. To capture the measure for the new data, the new Effective Begin Date must be entered to reflect the new entry.
