TrustLine (TL) Health & Safety - TL Clearance

TL Referral Completed

If all of the following criteria are met, the TL applicant is granted TL registration:

A completed TL application must have been received,
A cleared status must be received from th Department of Justice (DOJ) indicating there is no criminal history, and
The Child Abuse Central Index must show no substantial child abuse reports.

The following represents the notification process for TL:

A. The California Department of Social Services (CDSS):

Transmits background check results to the California Child Care Resources and Referral Network (CCRRN) and the TL applicant.

B. The CCRRN:

Notifies the local Child Care Resources and Referral Agency, the Santa Clara County Office of Education (SCCOE), of the TL applicant's background check status.

C. The SCCOE:

Notifies the Office Designee of the TL result by emailing the Cleared TrustLine Provider letter.

D. The Office Designee:

Sends the Cleared TrustLine Provider letter to Imaging.
Registers and activates the provider in CalSAWS.
Notifies the assigned Associate Employment Counselor (AEC)/ Employment Counselor (EC) of the background check result.

E. The AEC/EC:

Issues the approval and/or denial notice to the client, depending on the outcome.

If the TL application is denied, closed, revoked, or reopened, the Office Designee will send an email to the assigned AEC/EC.

Incomplete Registration

If the DOJ cannot process the application or the fingerprints, they will return one or both to CalWORKs Employment Services (CWES) for assistance. The DOJ may need clarification or a new set of fingerprints from the provider in order to complete the registration process. In this case the AEC/EC will have to start the TL process again.

If the child care provider does not provide the requested information within 30 days of the DOJ's request, the application will be closed. The provider and the AEC/EC will be sent notification that the application is closed and the provider is not eligible to receive child care payments.
