Exemptions Process for Continuing Cases

Medical Exemptions

The following steps are used by the EC when the “Authorization to Release Medical Information” (CW 61) reflecting the outcome of the medical evaluation is returned to the EC from the doctor or a non-medical exemption is identified. If the EW receives the medical verifications, they will also take appropriate actions.

A. Initially, the EC:

  • Receives the “Authorization to Release Medical Information” (CW 61) or “Doctor Verification” (SCD 1782) or other verification from the client.
  • Completes the “CalWORKs and Welfare-to-Work Time Limit Exemptions Determination” (CW 2186B) to approve/deny exemption.

            Note: Exemptions will be granted for no more than 12 months at a time (e.g. 7/13/23 to 6/30/24).

  • Gives or sends the CW 2186B to the client.
  • Enters Journal Entry, including exemption type and end dates, in the Journal Detail page in CalSAWS.
  • Completes the “Contact - Action Case Transfer Checklist” (SCD 163T) and submits to supervisor for review.
  • Submits a copy of the CW 61 and CW 2186B to Imaging.

B. Next, the EW:

  • Receives the “Authorization to Release Medical Information” (CW 61) or “Doctor Verification” (SCD 1782) or other verification from the client.
  • If the client has a medical condition lasting longer than 30 days, EW updates Eligibility Tab on the Global Navigation bar, Customer Information in the Local Navigator and runs exemptions to exempt the client from CWES activities.
  • If the client does not have a medical condition lasting longer than 30 days or can participate 20/30/35 hours per week, EW registers the client as a mandatory participant for CWES activities, if no other exemptions apply.

C. Finally, the CWES Supervisor/Lead:

  • Reviews the SCD 163T.
  • Enters the information in Eligibility Tab on the Global Navigation bar, Customer Information in the Local Navigator to trigger the exemption, if appropriate.
  • Runs and saves exemptions, as appropriate.
    • Completes Task Request to inform the EW of the exemption and to review for SDI and correct MAP for the AU.
  • Transfers/Assigns the case to the CEW and sends an email with the SCD 163T attached.

Non-Medical Exemptions

The following steps are used by the EC when the client is exempt from the Welfare-to-Work program for other reasons (i.e., New born/maximum age):

A. Initially, the Case Management EC:

  • Determines the client is exempt and receives appropriate verification.
  • Enters a Journal Entry in the Journal Detail page in CalSAWS including exemption type and end date.
  • Completes the “CalWORKs and Welfare-to-Work Time Limit Exemptions Determination (CW 2186B) to approve the exemption.
  • Gives or sends the CW 2186B to the client.
  • Submits verification and CW 2186B to Imaging.
  • Completes the “Exemption Case Transfer Checklist” (SCD 163T) and submits to supervisor for review.

B. Next, the Case Management CWES Supervisor:

  • Reviews the SCD 163T.
  • Enters the information in Eligibility Tab on the Global Navigation bar, Customer Information in the Local Navigator to trigger the exemption, if appropriate.
  • Runs ES and saves exemptions, as appropriate.
  • Completes Task request to inform the EW of the exemption.
  • Notifies the EC that the exemption is completed.

C. The Case Management CWES ED:

  • Keeps the case and continues to monitor the case until the exemption has expired.
  • If exemption is more than 3 months submit for Exempt bank transfer.

D. The following steps are used by the EC when the non-medical exempt ends:

  • Determines the exemption is due to end.
  • Sends the “Notification of CalWORKs Exemption Ending and Appointment” (SCD 6) two weeks before the exemption expires to schedule the client for an appointment to refer him/her to the last activity or sign a WTW 2 for a new activity or renews the exemption.
  • Arranges support services for the activity, as appropriate.
  • Runs exemptions to confirm Registered status.
  • Continues to monitor the client’s participation with CWES.
