CalWORKs Home Visiting Background and Program

Background

AB 1811 established the CalWORKs HVI, which is now referred to as the CalWORKs HVP. The program is voluntary and is available to WTW mandatory and exempt volunteer participants as an allowable activity. In Santa Clara County, there are three (3) home visitation models used in partnership with Santa Clara County Public Health Department (PHD). The program pairs new parents and families with young children with a public health nurse or other trained professional who makes regular home visits.

Program

The CalWORKs HVP is introduced to clients via the “Home Visitation Initiative Informing and Opt-In” form (CW 2224) at orientation, during WTW participation, and at any time the family may benefit from home visiting services. A primary component of the program is case management and evidence-based home visiting for the purpose of providing the following services:

  • Access to prenatal and postnatal care and other health and social services
  • Connection with resources to improve parenting skills
  • Encouraging parents to enroll his/her child(ren) in an early learning setting (i.e., child care center)
  • Developing work experience and learning more about the physical, cognitive, and social-emotional development of his/her child(ren)
  • Providing infant and child nutrition; and developmental screenings and assessments
  • Material goods provided by home visitation provider in response to identified family needs
  • Other resources to ensure children have a safe and nurturing environment that fosters healthy development and school readiness
