INQN - Statewide Inquiry for File Clearance
- Provides access to client information maintained on the MEDS name cross reference file as well as the Statewide Client Index (SCI) database. It is a useful tool in identifying clients.
- The SCI name searches are different from the traditional MEDS name search in that they use a phonetic key, whereas MEDS requires an exact name match.
To Obtain
- Choose Option ‘N’ from the Inquiry Request Menu [MENU], or
- From a blank MEDS screen, type INQN and press Enter, or
- Press the <F22> function key.
- The Statewide Inquiry for File Clearance screen appear.
Search Options
A client may be identified by one of the following five search options. Enter the Option letter for the selected search method or enter an ‘X’ to the left of ONE OR MORE of the search options. Enter the required search criteria and press Enter.

Statewide File Clearance Report
The Statewide File Clearance Report is generated when an inquiry is made. The report displays a list of possible clients. The sub-title of the report varies depending on the type of inquiry used to make the search. The five sub-titles include:
- Scored Name Search
- SCI Fuzzy Name Search
- MEDS Name Search
- Client ID Search
- SCI Address Search
OPTION S - SCORED NAME SCI SEARCH
- Enter ‘S’ next to Identify Option or enter ‘X’ before the Scored Name fieldenter ‘X’ before the Scored Name field on the Statewide Inquiry for File Clearance inquiry screen.
- Required Information: Last Name, First Name, Date of Birth, and Gender.
- The search looks at all of the entered fields, evaluates them, and returns the data with the most likely matches reported first.
- The SCI search will display a maximum of 25 records matching the search criteria.
- Since the search is a phonetic-based, it brings back data even if there are variations in the spelling of the name.
- Values entered on the search screen will not necessarily eliminate clients with different data (Example: a client may be displayed if the date of birth and name were a close match even if he/she is in a different county).

OPTION F - FUZZY NAME SCI SEARCH
- Enter ‘F’ next to Identify Option or enter ‘X’ before the Fuzzy Name (SCI) fieldenter ‘X’ before the Fuzzy Name (SCI) field on the Statewide Inquiry for File Clearance screen.
- Required information: Last Name and First Name.
- The SCI search will display a maximum of 25 records matching the search criteria. Since it is a phonetic-based search, it brings back data even if there are nicknames or variations in the spelling of the name.
Example: INPUT: Nguyen, Loan; RETURN: Nguyen, Lanh; Nguyen, Lan; Nguyen, Linh; etc.
- Search can be restricted to a certain county or geographical area within California. County and Region are mutually exclusive inputs. However, to further refine the search, enter at least the Year in Birthdate End Date field.
- Values entered for County, Region, or Gender will not necessarily eliminate clients with different data (Example: a client may be displayed if the date of birth and name were a close match, even if he/she is in different county).

OPTION M - MEDS NAME INQUIRY
- Enter ‘M’ next to Identify OptionEnter ‘M’ next to Identify Option or enter ‘X’ before the MEDS Name field on the Statewide Inquiry for File Clearance screen.
- Required Information: Last Name and First Name
- Optional Information: Birthdate Range
- Brings back data with the exact spelling match only; it cannot identify nicknames.
- Helps in locating an applicant’s MEDS/CDB records under different and/or incorrect birthdates or MEDS-IDs. Minimizes the establishment of erroneous and/or duplicate records or benefits.

OPTION C - CLIENT ID SEARCH
- Enter ‘C’ next to Identify Option or enter ‘X’ before the Client ID fieldenter ‘X’ before the Client ID field on the Statewide Inquiry for File Clearance screen.
- If a client's MEDS-ID, SSN, or CIN is known, it may be entered to retrieve the exact match.

OPTION A - ADDRESS SEARCH
- Enter ‘A’ next to Identify Option or enter ‘X’ before the Address field on the Statewide File Clearance Report screen.
- Required information: Street Address and City. The default state “CA” can be overridden.
- SCI searches FINALIST address database to obtain the Zip Code for the street address and city given and displays a maximum of 75 clients matching records.
- Since it is a character-based match, the search brings back clientsthe search brings back clients with the exact address given. If the Zip Code entered as a search key does not match the address in FINALIST, an online error message will display.

- The ADR columnThe ADR column represents the address type matched on SCI. ADR column values are as follows:
- C – Current Residence Address
- P – Prior Residence Address
- M – Mailing Address
