Types of MEDS/CDB CEWAs
There are six (6) types of CEWA produced by the DHCS. These include:
Daily Eligibility Worker Alerts
- Generated daily from either CalSAWS/CalHEERS (batch) or MTO (online) input by our County; or produced as a result of processing, CalHEERS, State, SSA or health care plan updates in the normal daily update process.
- Alerts EWs to transaction activity and/or errors.
- Some messages are informational only; others require corrective action.

Monthly (Renewal) Eligibility Worker Alerts
- Generated out of the month-end MEDS Renewal process (when FUTURE MEDS month becomes CURRENT MEDS month; Medi-Cal benefits for the future month are approved immediately after this process is run).
- Lists unconfirmed Immediate Need Medi-Cal cards. Corrective action must be taken within 5 work days.
- Alerts EWs of potential benefits for Medicare.
- Alerts EWs of cessation of "time-limited" benefits (e.g., Postpartum, end of Transitional Medi-Cal, etc.).
- Advises EWs when SSI/SSP takes over a MEDS record.
- Alerts EWs when no BIC (Benefits Identification Card) is issued due to a bad address or when a MEDS record is on Burman Hold status, etc.

Urgent Edwards Alerts
- Are generated out of the month-end MEDS Renewal process (when FUTURE MEDS month becomes CURRENT MEDS month).
- Edwards benefits for the future calendar month are approved as a part of the monthly Renewal process.
- EW alerts are generated when Edwards benefits are issued for a 2nd month, 3rd month and four or more months. Follow-up action must be taken immediately to prevent potential citation by State Quality Control for a payment error.
Medicare Buy-In Alerts
Medicare Buy-In alerts are produced as a result of the month-end Renewal process that affects Medicare eligibility.
Quarterly Reconciliation Alerts
- Informs EWs of discrepancies between the MEDS/CDB Masterfile and the CalSAWS Masterfile (e.g., DOB discrepancies, active on MEDS/CDB - inactive on CalSAWS, etc.).
- Some errors are corrected by transactions generated as part of the Reconciliation process; other errors require prompt corrective action by the EW.
- Places a Hold on the recipient’s record; if the Hold is not released and the identified problem is corrected, the beneficiary’s benefit may be affected.
- If the recipient’s current aid is an Aid Code (e.g., 01, 30, 35, 39, 40, 42, 54, 59, 3L, 3M, 3P, 3R, 3U, etc.) covered under the Edwards v. Kizer settlement, records put into a Hold status by this process and not released prior to the current month’s MEDS Renewal will be turned into Edwards as part of the Renewal process.

SSN Validation Alerts
- SSN Validation process is generated daily using SSA SVES.
- MEDS/CDB MEDS-IDs (SSNs) are compared to SSA’s NUMIDENT database in Baltimore.
- If the NUMIDENT match fails to verify the SSN, matches will be performed against SSA’s Title II MBR and Title XVI SSR databases.
- Results of the match (validated or unvalidated) are reported to the County.
- Alert messages are generated with the Daily Eligibility Worker Alerts.
