The ESAC submitted on the transaction indicated an Inter/Intra program transfer, but the recipient was not active on the MEDS file for part or all of the time period covered by the transaction or for the month immediately prior.

Action Required

Corrective action will depend on what initially caused the error. Usually an SCD 1296 will have to be completed, requesting the MTO generate the appropriate Add (EW20) or Modify (EW30) transactions to establish eligibility for the required month(s).
