2015 - Recipient Already Active in Requesting County - Priority Reject

This alert is generated when an Add (EW20 or FX30) transaction was sent to MEDS/CDB and the ESAC used was invalid, but was rejected as the person is already active on MEDS/CDB. This is usually the result of one of the following:

The person was already activated via the MTO (e.g., SCD 1296 completed requesting an Online Add EW20), OR
The person was already activated via CalSAWS. The worker also requests the MTO generate an Add transaction (e.g., completion of an SCD 1296). Since the transaction was already generated by the CalSAWS nightly batch process, the request to the MTO is inappropriate.

ReviewReview the Primary Medi-Cal/CMSP Information (INQM) screen for the eligibility segment involved in the error.

In this case, the transaction attempted to add new eligibility for a recipient that was already active in the time period covered by the transaction.

Refer to MEDS Data Element Dictionary Overview for a list of the values displayed.

Action Required

Review the appropriate INQM [Primary Medi-Cal/CMSP Information] or INQF [Food Stamp Information] screen. If the recipient is already active for the appropriate month(s), this alert can be ignored. An EW30/FX30 (Modify/Change) transaction via the MTO (completion of an SCD 1296) may be necessary if history months need to be added for MEDS or CDB.
