2022 - ICT - Recipient Not Active in Another County - Priority Reject
The alert is generated when the recipient does not show eligibility on MEDS in the month immediately prior to the effective date of the EW05, (Transfer County of Responsibility.) An EW05 is appropriate only when recipient eligibility is continuous, when there is no break in eligibility between the last month in the old county and the effective date of the EW05.

The transaction effective date is September 2006. In the month prior to the transaction (August 2006), the recipient was not active in another county.
Refer to MEDS Data Element Dictionary Overview for a list of the values displayed.
Action Required
Verify that the MEDS-ID and the effective date were entered correctly. If not, correct and resubmit. If they are correct, do a MEDS inquiry to verify the eligibility information on MEDS. If MEDS does not show eligibility in the month prior to the correct effective date in the receiving county, resubmit an update using an EW20 Add Transaction.
Note: Remember to always pick up ICT for the future month prior to MEDS Renewal Cutoff. For example, MEDS shows an individual active in current month November 2016. EW05 online or batch transaction should have effective date 12/01/2016.
