Foster Care Eligibility Bureau

The Foster Care (FC) Eligibility Bureau operates under the DEBS. The Foster Care Program is to provide financial assistance for those children who are in need of substitute parenting and have been placed in out-of home care. FC Eligibility Workers (EWs) closely interact with the DFCS staff and determine eligibility for the appropriate benefits according to State, Federal, the Probation Department rules and regulations. 

The FC bureau processes applications and determines eligibility for the following programs: 

  • Foster Care (FC): Children placed in out-of home care either by DFCS, and/or Probation Department, or voluntary placement.
  • AAP: Facilitates the adoption of children who otherwise would remain in long-term foster care.
  • Kin-Gap: A child-only cash aid program for children with court dependencies exiting the foster care system to enter a guardianship with a relative. 
  • Wraparound Services: Services provided to seriously disturbed children and adolescents. The services are “wrapped around” the minor’s individual needs.
