1100 - Incomplete Citizenship Information Reported - Urgent
This alert is generated when the AP19 transaction sent to report citizenship information is rejected by MEDS. The alert may be generated in conjunction with other alerts such as 0004, 0008, etc.
Action Required
Check the [INQE] screen to see if the citizenship information is already recorded. If YES, no further action is required. If NO, review the [INWA] screen to determine if another alert is generated in conjunction with this alert.
- If alert message 0004 is also generated, it usually means the Citizenship Document Number sent contains an invalid character. A valid Document Number should have no more than 15 alphanumeric characters and should not include any special characters (e.g., #, @, &), hyphens, periods or space between characters. To resolve the alert:

Enter a valid Document Number in the Document Number field in the U.S. Citizenship Verification page section of the Vital Statistics Detail page.

- If alert message 0008 is also generated, it usually means the Citizenship Document Number is not sent with the AP19 transaction. A Document Number should always be reported unless the Citizenship-Doc-Type begins with a ‘B’, ‘7’, ‘8’ or ‘9.’ To resolve the alert:
- Enter the Document Number in the Document Number field in the U.S. Citizenship Verification page section of the Vital Statistics Detail page.
