1504 - Client Index Number/MEDS-ID VS County-ID/MEDS-ID Conflict - Critical

This alert is generated when:

  • There is a CIN on the transaction that is known to MEDS;
  • The MEDS-ID reported on the transaction does not match the MEDS-ID associated with that CIN on the MEDS CIN Cross Reference File;
  • The County ID on the transaction is known to MEDS; AND
  • The MEDS-ID reported on the transaction does not match the current MEDS-ID associated with the County ID on the MEDS County ID Cross Reference File.

If a CIN is not reported in the transaction or the CIN that is reported in the transaction is not known to MEDS, alert 1501 will be issued instead of this alert 1504.

This screen shows that there have been previous file clearance alerts. A possible contributing cause to the current alert is that these previous alerts have not been cleared; CalSAWS continues to generate the batch transactions that are not matching MEDS because the underlying problem in CalSAWS and/or MEDS has not yet been corrected.

In reviewing the alert, it appears that the EW10 (Change) was attempting to change the real SSN to the pseudo, but the MEDS ID in the transaction header (the 'old' MEDS ID) is not associated with the transaction CIN.

In this particular scenario it appears that there are two records involved in the alert. The transaction County ID (minus the Aid Code) is associated with a different CIN and MEDS ID from that submitted on the transaction; and the transaction CIN is associated with a different MEDS ID from that submitted on the transaction.

Note also that although the names match, the transaction date of birth on the cross-reference file does not match that on the MEDS cross-reference files.

Action Required

Use the following chart to determine corrective action when an individual in known to MEDS with two or more records

The same person,

  • Perform a Duplicate Person/CIN Correction process.
  • Request the MTO perform an EW 11 to chain the records.
  • Verify that correct CIN is selected after EW11 completion.

Not the same person,

  • Create a GadWIN ticket and select MEDS category
  • Provide the Name, Birthdate and CIN for both clients and relevant CalSAWS and MEDS screens

The MEDS coordinator will contact the state via Remedy ticket to request for de-linking the MEDS records.
