1502 - County-ID/Birthdate Conflict - Critical

This alert is generated when:

  • There is no MEDS-ID on the transaction;
  • The County ID on the transaction is known to MEDS; and
  • The birthdate reported in the transaction header does not match the birthdate associated with the County ID on the MEDS County ID Cross Reference File.

Reminder: When approving a person, the birthdate on CalSAWS/CalHEERS must match MEDS, even if MEDS is wrong.

Refer to Researching and Resolving File Clearance Alerts. Determine which scenario(s) best describes the circumstances for this alert. Follow the steps outlined in that document for the selected scenario.

After the conflict is resolved and assuming the original update to MEDS is still appropriate, resend the original transaction update via CalSAWS or via a MEDS online transaction.

The INQW screen for the transaction county and serial number displays all of the records known to MEDS for that serial number. Note that the INQW screen displays a record matching the transaction date of birth; this record has a person number of 08.

Action Required

Verify which birthdate is correct.

If it is determined that the birthdate on CalSAWS/CalHEERS is correct, use a MEDS online transaction to correct the birthdate on MEDS to match the birthdate on CalSAWS/CalHEERS. The original update can be submitted on the same transaction as the birthdate correction, or it can be resent after the birthdate correction has been completed on MEDS.

Correct,

Use a MEDS online transaction to correct the birthdate on MEDS to match the birthdate on CalSAWS.

Incorrect,

  • Navigate to the Individual Demographics Detail page 
  • Select the individual whose record needs correction
  • Enter the birthdate that matches MEDS and save
  • Rerun EDBC to send an EDR (Eligibility Determination Request) to CalHEERS for birthdate correction and authorize after receiving CalHEERS result
  • Check MEDS 2 days later
  • Delete any unnecessary client correspondence that was generated.

Reminder: If the client’s birthdate is “J” verified, there is a limited range of changes to the birthdate through CalSAWS. After going through the proper channels, a GadWIN ticket must be generated for each record with the relevant MEDS and CalSAWS screen shots attached. If necessary, submit an online transaction to lift the “J” verification to change the birthdate.
