2046 - Inappropriate Update - MEDS Shows Active SSI/SSP - Urgent

This alert is generated when an Add (EW20 and/or FX20) transaction was generated to MEDS/CDB, but was rejected as the recipient is currently active on MEDS as an SSI/SSP recipient (’GOVT-RESP’ field = 2). This error is usually caused by:

Approval of a current SSI/SSP eligible client, or
Entry of a Closed Period Add (EW20) for a Current SSI/SSP Eligible (for a period of time prior to their current SSI eligibility), or
Incorrect SSN Used in CalSAWS.

Approval of a Current SSI/SSP Eligible

Reminder: This error can be avoided by querying the MEDS Network prior to submission of the CalSAWS approval transactions. If the [GOVT-RESP] field on the [Primary Medi-Cal/CMSP Information] INQM screen is a ‘2’, SSI has control of the record and all approval transactions to MEDS will be rejected. Even if the client has a discontinuance letter from SSI, it is never acceptable to approve someone who has a currently active SSI MEDS record.

Action Required

Discontinue the person on CalSAWS due to an SSI recipient. This must be done even if the recipient has a discontinuance letter from SSI.
Wait until the SSI record shows terminated on the MEDS Network before processing a reapplication.

A Closed Period Add (EW20) for a Current SSI/SSP Eligible (for a period of time prior to their current SSI eligibility)

Action Required

Complete an SCD 1296, requesting the MTO generate Medi-Cal benefits for the month(s) of closed period eligibility being approved.

Note: Only Medi-Cal card issuance transactions (e.g., EW15, EW45, EW50 and EW 55), not Approval transactions, are allowable transactions for a currently eligible SSI recipient.

Once the MTO has generated the Medi-Cal benefits via the EW15 transaction, our Agency will not be able to confirm them. This is one of the few instances in which the State allows us to not confirm Medi-Cal benefits we have approved. MEDS Network edits prevent counties from confirming Medi-Cal benefits issued for a current SSI eligible. Corrective action is not required.
