Eligibility & Enrollment

Enrollment and participation in the CFET program are voluntary for eligible CalFresh benefit recipients. CalFresh benefit recipients are not required to enroll in the CFET program to keep their CalFresh benefits, and participants cannot have their CalFresh benefits sanctioned for failure to participate. All CFET Third-Party Partners are responsible to confirm of a participant’s CFET eligibility each month.

CFET participants must be:

  • At least 16 years of age (Note: A person aged 16 or 17 who is not the head of household, or who is attending school, or enrolled in an employment and training program on at least a half-time basis cannot participate);
  • In receipt of federally funded CalFresh food assistance benefits; and
  • Not subject to any work requirement under Title IV of the Social Security Act, such as through the Temporary Assistance for Needy Families (TANF) program, known in California as the California Work Opportunity Responsibility to Kids (CalWORKs) program.

Third Party Partner staff will use the process outlined in this section to check CFET eligibility and enroll a participant into their CFET program.

VSAS is the SCCSSA data collection tool used to track the progress of a CFET participant. It is important that updated participant information is entered in VSAS promptly each month, no later than the 5th day of the following month.

VSAS will be used as the primary data collection method to meet monthly, quarterly and annual CFET reporting requirements.

NOTE: Third Party Partners must also maintain digital case files and internal data tracking on all CFET participants.
