Welfare-to-Work (WTW) Plan Educational-Related Cal-OAR Measures
Educational and Skills Development Utilization Rate
The Cal-OAR includes the Educational and Skills Development Utilization Rate (percentage) that represents individuals enrolled in an approved education or training activity. The measure Numerator is calculated from the number of individuals enrolled (ensure the Start Date and "Active" Status with "Attending" Status Reason are recorded in CalSAWS) in the following educational activity grouping types:
Note: The measure Denominator is the total WTW Mandatory (active participants) and Exempt Volunteers from the WTW Status List page, and the WTW Program Status of Active on the Case Summary page.
Education and Skills Development Access Rate
The Cal-OAR includes the Educational and Skills Development Access Rate (percentage) that represents individuals enrolled in an approved education or training program who expressed interest in pursuing education or training. The measure Numerator is calculated from the number of individuals enrolled (ensure the Start Date and “Active” Status with “Attending” Status Reason or “Completed” Status with “Completed Satisfactory” Status Reason are recorded on the Customer Activities Detail page in CalSAWS) in the following educational activity grouping types:
The measure Denominator is the total WTW Mandatory (active participants) and Exempt Volunteers from the WTW Status List page, and the WTW Program Status of Active on the Case Summary page who expressed interested in an education or training program in their OCAT, and have not completed an education or training program while receiving CalWORKs assistance. The OCAT questions are related to the client’s expressed interest in education or training and are as follows:
- Are you planning or interested in enrolling in an education or training program?
- If you do not have a HS diploma or GED, would you like to pursue a HS diploma, GED or training?
Note: The Denominator also measures individuals who meet questions 1 and 2 and have not yet completed an educational or training program while on CalWORKs.
Educational Completion Rate
The Cal-OAR Educational Completion measure Denominator captures former WTW individuals who exited CalWORKs during the measurement period and have been participating in education while receiving CalWORKs cash aid. To capture clients, ensure the WTW Program Status is Deregistered on the WTW Status List page when appropriate.
The measure Numerator is individuals with the Denominator who completed an educational program resulting in a diploma or equivalent, certificate, or degree while receiving CalWORKs or within six months of exiting CalWORKs. Staff is to ensure completion of the following fields Type and Date Received in the Degrees License Detail page.
